Ornate Ice Tongs or Salad Toss - Germany Solingen Crown EC?

Description

Has scuff and scratch marks, made in England.  Has some staining/tarnish, there is a symbol above the spoon side, crown with looks like EC under it.  I don't see any marks that signify that is is silver or silver plated, so I say it's not.
Used items, may have dirt/dust or stains in spots.  Wiped down with disinfecting wipe.
